The Regulations Wing performs the following functions:
- Ensuring uniformity in Rules/Regulations governing various Service/Cadres
- Interpretation of Punjab Civil Servants Act, 1974 and rules made thereunder
- Framing of Service Rules under section 23 of Punjab Civil Servants Act, 1974
- Periodic review of the organization, staff, functions and procedure of the departments, attached departments and subordinate offices and suggestions for improvement thereof
- Improvement of general efficiency and economic execution of Government business
- Advice regarding proper utilization of stationery and printing resources of the Government
- Preparation of manuals
- Career pattern of Government employees
- Review of the staffing pattern of Government Departments
- Simplification of forms and procedures
- Civil service reforms – public policy and change management
